🔹Woman Critically Injured While Protecting Her Child
At around 4:37 p.m. on October 18, two middle school girls riding together on an electric scooter collided with a woman in her 30s on a sidewalk in Songdo-dong, Yeonsu District. The woman, identified as B, suffered severe head and upper-body injuries and was rushed to the hospital by emergency responders. She remains unconscious.

🔹Accident Happened as Mother Shielded Her Daughter
Investigations revealed that the victim was leaving a convenience store holding cotton candy for her young daughter when the scooter sped toward them. Witnesses said B instinctively shielded her daughter from the oncoming scooter, taking the full impact herself. The collision caused her to fall backward and hit her head hard on the pavement.

🔹Unlicensed and Overloaded Scooter Use
The student rider, A, was operating the scooter without the required license and was carrying another passenger, violating safety regulations. Under South Korean traffic law, electric scooters are classified as “Personal Mobility Devices (PMs)” and may only be used by those aged 16 or older who hold a valid motor or car license. Riding with passengers or under the legal age is strictly prohibited.

🔹Police Investigation and Legal Measures
Police are investigating A for violating the Act on Special Cases Concerning the Settlement of Traffic Accidents (for injury) and for unlicensed driving under the Road Traffic Act. An officer from the Yeonsu Police Station stated that they are reviewing CCTV footage and witness statements to clarify the details of the crash and will take appropriate legal action.

🔹Another Fatal Scooter Accident in Chuncheon
On the same day, a 10th-grade student in Chuncheon, Gangwon Province, was killed when a military truck collided with her electric scooter at an intersection. The driver, a civilian military employee in his 30s, was operating a 9.5-ton military vehicle when the crash occurred. The student was transported to a hospital but later died of her injuries.

🔹Growing Concern Over E-Scooter Safety
Experts warn that while e-scooters offer convenience, they can be highly dangerous if used recklessly. They emphasize the need for stronger safety education for teenagers and more rigorous enforcement of licensing and helmet regulations by local governments and rental companies.

One-line summary : A woman in her 30s remains in critical condition after being struck by an unlicensed e-scooter ridden by two middle school students in Incheon’s Songdo.
