📍QR reporting system launched as hotel rates soar; President Lee calls it “predatory misconduct”
As controversy grows over sharply inflated hotel prices ahead of BTS’s upcoming concert in Busan, the city government has rolled out strong countermeasures, including a QR-based price-gouging reporting system.


🔹 Hotel rates surge ahead of BTS concert
Busan City announced that it is prioritizing the protection of tourists after reports surfaced that hotel prices had risen by as much as tenfold ahead of the BTS concert scheduled for June 12–13.
🔹 QR-based reporting system goes live
Starting May 17, Busan officially launched a QR-based price-gouging reporting system.
Domestic and international visitors can scan QR codes displayed at lodging facilities to report unfair pricing. Submitted reports are immediately forwarded through the Korea Tourism Organization to the relevant local governments and authorities.
To support the initiative, Busan distributed QR reporting guide stickers and posters to lodging facilities and posted informational banners on the city’s official website.
🔹 On-site inspections and administrative penalties
The city will form joint inspection teams with district offices and begin on-site inspections next week, focusing on accommodations flagged through online reports.
Unfair practices such as excessive pricing or failure to honor reservation terms will result in penalties reflected in hotel rating evaluations.
Busan also plans to convene a tourism readiness meeting with related agencies to discuss additional measures against excessive lodging price hikes.
🔹 Measures to disperse accommodation demand
Once the concert venue is finalized, Busan will promote lodging areas with good public transportation access via social media to help distribute reservation demand more evenly across the city.
🔹 President speaks out against price gouging
These actions follow direct remarks from President Lee Jae-myung, who on May 16 shared reports on X (formerly Twitter) about skyrocketing hotel prices linked to the BTS concert.
He stated that such practices “destroy market order and cause serious harm to everyone,” calling them “predatory misconduct that must be eradicated.”
President Lee further emphasized that penalties should ensure offenders suffer losses far exceeding any unfair gains. He previously instructed officials to establish fine and penalty systems beyond administrative guidance during a Cabinet meeting last September.
🔹 “All administrative resources mobilized”
Busan Mayor Park Hyung-joon said,
“We will proactively prevent unfair lodging practices through QR reporting and on-site inspections,” adding,
“Busan will mobilize all available administrative resources to ensure the successful hosting of the BTS concert.”
