The Seoul Central District Court Criminal Agreement Division 21 (Presiding Judge Cho Soon-pyo) sentenced First Lady Kim Keon-hee, who was indicted under detention on charges including violation of the Act on the Aggravated Punishment, etc. of Specific Crimes (Influence Peddling), to 7 years in prison in the sentencing trial held on the afternoon of the 26th. This is a heavy sentence that nearly reaches the 7 years and 6 months requested by Min Joong-ki's special prosecutor team.
Along with the prison sentence, the court ordered the total confiscation of high-value bribes identified as proceeds of crime. The seized items include a high-priced artwork by Lee U-fan received from former chief prosecutor Kim Sang-min, a Van Cleef & Arpels diamond necklace given by Chairman Lee Bong-kwan, and a pure gold turtle from former committee head Lee Bae-yong. Furthermore, for luxury bags and other items that cannot be physically confiscated or have been damaged in value, the court separately ordered a forfeiture of 64.8 million KRW, taking a firm stance that not a single won of profit obtained from crime would be left behind.
It took nearly two hours to read the verdict that day. The details of the 5 bribery instances specified in the special prosecutor's indictment were laid bare, revealing they were conducted meticulously with different individuals and purposes.
| Provider | Received Items & Value | Request Content (Recognized by Court) |
|---|---|---|
| Lee Bong-kwan (Chairman of Seohee Construction) | Van Cleef & Arpels necklace, etc. (Approx. 138 million KRW) | Appointment of his eldest son-in-law, Park Seong-geun, as former Prime Minister's Chief of Staff |
| Kim Sang-min (Former Chief Prosecutor) | Painting by Lee U-fan (Approx. 140 million KRW) | Interference and influence peddling in the 22nd General Election nomination for Changwon-Seongsan district |
| Seo Seong-bin (Businessman) | Vacheron Constantin luxury watch (Approx. 39 million KRW) | Request for preferential treatment in private contracts for government-led robotic dog project |
| Lee Bae-yong (Former Head of National Education Committee) | Pure gold turtle statue (Approx. 2.65 million KRW) | Gratitude-based bribe related to appointment and reappointment as Head of National Education Committee |
| Choi Jae-young (Pastor) | Christian Dior bag, etc. (Approx. 5.4 million KRW) | Influence peddling for duties such as appointment of former US Representative Kim Chang-joon as State Affairs Advisor |
The court defined these 5 cases not as individual incidents, but as a cross-section of a massive 'personnel and interest cartel' with First Lady Kim at the top.
Throughout the trial, First Lady Kim's defense team deployed a defense logic that "these were merely simple gifts based on private friendships with no compensation involved, and influence peddling cannot be established due to a lack of relation to official duties." However, the court flatly rejected this.
The decisive evidence, or the 'smoking gun' that the court used to prove the existence of compensation, consisted of Telegram messages secured through search and seizure and the cross-statements of related individuals. In particular, circumstances were captured where, immediately after the gifts were delivered, Kim used her secretaries to deliver the resumes of specific individuals to relevant ministry ministers or party leadership, or blatantly looked after the progress of business projects. The court stated, "It is impossible for the timing of the delivery of gifts, the personnel appointment of the requested targets, and the successful bidding of interest projects to coincide by mere coincidence," and perfectly acknowledged the compensation nature.
Presiding Judge Cho Soon-pyo described Kim's actions as a "serious threat to democracy and the rule of law" while explaining the reasons for the sentencing. A heavy silence filled the courtroom.
"The President's spouse is not a public official specified under the Constitution, but holds a superior position where she can exert immense influence over the overall administration of state affairs.
The defendant abused this position to relegate public personnel appointments and state projects, which should be conducted according to fair rules, into means of personal wealth accumulation. The act of acting like a solicitation broker and secretly receiving high-priced luxury goods and artworks has destroyed the public's trust in public authority to an unrecoverable state. The defendant privatized power and recreated the pre-modern evil practice of 'selling public office'. If this crime had been committed by a general public servant or politician, it is a strictly heavy crime for which even life imprisonment could be sentenced."
Experts point to First Lady Kim's 'insincere trial attitude' and 'passing of responsibility' as the background for the heavy sentence that exceeded expectations of 7 years in prison. The analysis is that even in the face of clear physical evidence, sticking to unconvincing excuses instead of repenting for the crime worked fatally on the sentencing.
In fact, regarding the Lee U-fan painting, Kim's side claimed they "only kept it for a while," and regarding the watch and precious metals, they submitted a suspicious receipt as proof that they "purchased them legitimately with personal money," which was revealed to be false through the special prosecutor's account tracking. Regarding this, the court remarked, "From the investigation process to the courtroom, the defendant has never once admitted her mistakes, and showed a cowardly attitude of passing responsibility to those around her. It is doubtful whether there is any will for rehabilitation."
Those who tried to take unfair advantage by leaning on the shadow of power did not escape the judgment of the law. A series of prison sentences were handed down to key figures in the so-called 'selling public office cartel' who offered bribes to the First Lady.
Lee Bong-kwan, Chairman of Seohee Construction, who offered a large sum of jewelry for the promotion of former Chief of Staff Park Seong-geun, his daughter's father-in-law, was sentenced to 1 year in prison and 2 years of probation. Mr. Seo Seong-bin, who sought interest in the robotic dog business, and former National Education Committee Head Lee Bae-yong, who requested an appointment, were also sentenced to 10 months in prison and 2 years of probation each. Pastor Choi Jae-young, who filmed the hidden camera video which became the start of the disclosure, was also unable to avoid punishment, being sentenced to a fine of 8 million KRW as the relation to his duties was acknowledged.
The political scene became a 'disorderly mess' at the news of the unprecedented sentencing of the First Lady to prison in the first trial. The opposition bloc immediately went on a total offensive, mentioning 'presidential stepping down' and 'impeachment'. The opposition party's spokesperson said through an emergency briefing, "With today's ruling, the legitimacy of the Yoon Suk-yeol regime is completely lost. As it has been proven that the First Lady effectively privatized state affairs as if she were kneading rice cakes, the President must immediately apologize to the people and take special measures."
On the other hand, the internal reaction of the People Power Party is division and panic itself. Some pro-Yoon (pro-Yoon Suk-yeol) lawmakers are trying to defend, saying "The court was swayed by the opposition party and the special prosecutor's public opinion molding and handed down an unreasonable political judgment," but their voices are losing strength. Rather, focusing on lawmakers in the metropolitan area and non-Yoon factions, a sense of crisis is exploding, saying "Now is the time for the President to make a decision (leaving the party, etc.). If we go like this, we will all perish together." The internal strife within the ruling party is expected to be a fatal blow to future state administration.
What makes the public even more desperate is that this 7-year prison sentence for 'selling public office' is not the end of judicial risk, but merely the 'beginning'. First Lady Kim Keon-hee is already being tried layer upon layer for several serious criminal charges.
The so-called 3 major core suspicions, including the most explosive 'Deutsch Motors Stock Manipulation Suspicion', 'Geonjin Dharma Teacher/Unification Church Bribery Suspicion', and 'Myung Tae-kyun Illegal Opinion Poll and Nomination Interference Suspicion', have already been sentenced to 4 years in prison in the appellate trial (2nd trial) and are currently awaiting the final judgment of the Supreme Court's full bench. In addition, the 'Unification Church believer People Power Party illegal collective party membership entry direction' case has also been indicted, and the first trial is scheduled for August 14th.
If the existing sentence is confirmed by the Supreme Court and this 1st trial's 7-year sentence is also finally confirmed and merged, it is highly likely that the punishment Kim has to pay will increase to a double-digit prison sentence. Starting on the weekend, large-scale candlelight vigils calling for 'regime judgment' are scheduled at Gwanghwamun and in front of City Hall Plaza, so the summer of 2026 in South Korea is falling into a political vortex that is hotter and more intense than ever before.
