[26.05.09] Police Help Elderly Woman Who Stole Bread for Sick Husband
📍80-Year-Old Woman Struggling With Poverty Received Welfare Support Instead of Harsh Punishment
“I wanted to give my husband the red bean buns he likes.”
An 80-year-old woman was caught stealing five red bean buns from a bakery while struggling financially and caring alone for her chronically ill husband. However, police did not treat the case as a simple theft incident. After learning about her circumstances, officers decided support and welfare assistance were more urgently needed than strict punishment.
Police connected the elderly woman with emergency living assistance programs while handling the case as a minor offense. The incident has sparked broader discussion about poverty-driven crimes and the role of public institutions in helping vulnerable citizens.

🔹 Elderly Woman Caught Stealing Five Red Bean Buns
According to Goyang Police Station in Gyeonggi Province on May 9, the woman in her 80s was caught stealing five red bean buns from a bakery in Goyang City at around 2 p.m. last month.
Police launched an investigation after receiving a report from the bakery. During questioning, officers learned that the woman was a recipient of basic livelihood assistance and had been caring alone for her husband, who has suffered from chronic illness for nearly 20 years.
The woman reportedly told police that she could not afford to buy the buns but wanted to feed her husband because he liked them.
Authorities concluded that although the act legally constituted theft, the background and economic hardship surrounding the case required broader consideration.
🔹 Police Chose Support Over Heavy Punishment
After reviewing her situation, police determined that punishment alone would not solve the underlying problem.
The case was therefore referred to a Minor Crime Review Committee and processed through a summary court procedure instead of a full criminal trial. Summary judgment procedures are commonly used in South Korea for relatively minor offenses.
Police officers also visited the woman’s residence and local welfare office to review possible support measures.
Authorities ultimately connected her with emergency livelihood assistance programs operated by the local government.
The support system provides temporary aid such as emergency funds, relief supplies, and care services for residents facing severe financial hardship or crisis situations.
🔹 “We Cannot Ignore Socially Vulnerable People”
A police official stated that while law enforcement must respond to crimes according to principle, authorities should not ignore the hardships faced by socially vulnerable individuals involved in survival-driven offenses.
The official added that police would continue working closely with welfare agencies to ensure people in crisis receive necessary assistance.
The incident has drawn attention as another example highlighting poverty among elderly citizens and gaps in the social welfare system.
Observers also noted that long-term caregiving burdens and financial instability among older adults cannot always be addressed through punishment alone.
🔹 Online Reactions Focus on Elderly Poverty
After the story became public, many online users expressed sympathy for the elderly woman.
Comments included reactions such as “It’s heartbreaking that someone becomes a criminal over five buns,” and “This case shows the reality of elderly poverty.” Others praised police for responding with compassion and flexibility.
Some, however, argued that theft itself should still be treated seriously regardless of circumstances.
Even so, many people said the case ultimately revealed the limitations of existing social safety nets for elderly couples struggling with illness and poverty.
