The public disclosure of convicted child sex offender Cho Doo-soon’s personal information has ended as the court-mandated five-year period expired, leading to the removal of his profile from South Korea’s sex offender information system.

According to legal sources and government officials on the 15th, Cho Doo-soon’s personal information—including photographs, residential address, physical details, and crime summary—was removed from the “Sex Offender Notification e” platform on the 12th following the expiration of the disclosure period ordered by the court.

Cho was released from prison in December 2020 after serving a 12-year sentence for the sexual assault of an elementary school student. At the time of his release, the court ordered a five-year public disclosure of his personal information due to the brutality of the crime and concerns over repeat offenses.

🔹 “Cho Doo-soon Prevention Law” Expanded Address Disclosure
Ahead of Cho’s release, the National Assembly passed a revision to the Act on the Protection of Children and Youth Against Sexual Offenses, commonly referred to as the “Cho Doo-soon Prevention Law.” The amendment expanded address disclosure from administrative districts to full street names and building numbers.

As a result, Cho’s residence was made publicly accessible through the notification system, triggering anxiety and controversy among local residents and parents.

🔹 Disclosure Ends, Management Continues
The Ministry of Gender Equality and Family stated that while public disclosure has ended, Cho’s personal information will continue to be registered and managed by authorities. According to the ministry, information management will continue until 2030, and any changes in residence or contact details will be monitored by the Ministry of Justice.

Police authorities also confirmed that a special response team will continue 24-hour monitoring of Cho.

Since his release, Cho has been indicted multiple times for violating probation conditions, including unauthorized departures from his residence and damage to electronic monitoring equipment.

Prosecutors recently requested treatment custody, citing deteriorating mental health conditions. The National Forensic Hospital reportedly concluded that treatment custody is necessary following a psychiatric evaluation.

Despite government assurances, concerns remain among parents and residents that they will no longer be able to track Cho’s whereabouts. Authorities reiterated that inter-agency coordination and strict supervision will continue to prevent repeat offenses.
