[26.02.22] Rapist Noh Young-dae Living in Chuncheon After Release, Rehabilitation Facility Stay Raises Concerns

Noh Young-dae (46), convicted in the notorious “sisters sexual assault case,” has been confirmed to be living in Chuncheon, Gangwon Province, after completing his prison sentence. He is currently undergoing reintegration procedures at a Korea Rehabilitation Agency facility.


🔹 Residence at Rehabilitation Center
Reports said Noh has been staying for about two months at the Korea Rehabilitation Agency (Korea Rehabilitation & Welfare Service) Gangwon branch in Sanong-dong, Chuncheon. After release, he selected Chuncheon as his place of residence.
The agency, under the Ministry of Justice, supports ex-offenders’ reintegration by providing housing, job training, employment assistance, and counseling.
The standard protection period is six months and may be extended up to three additional six-month terms, allowing a maximum stay of two years.
🔹 Limited Enforcement of Curfew
Although the facility sets nighttime curfew hours, legal enforcement for adult residents is limited. Except for certain protected categories such as minors, restrictions function largely as recommendations, and residents typically report outings by phone.
🔹 The 2012 Goyang Case
In December 2012, Noh broke into a house in Goyang, Gyeonggi Province, where two sisters in their 20s and 30s lived together and committed sexual assault. He was sentenced to 13 years in prison and 10 years of public disclosure and notification of personal information.
After his arrest, he escaped while being transported and was recaptured five days later. He also attempted to flee again during prosecution procedures by pushing a correctional officer but was subdued.

His name, age, physical description, photograph, and registered and actual addresses are publicly available through the national sex offender information disclosure system.
