“Windfall” Remark Fallout…KSOC Secretary General Resigns

📍Controversy over mishandling of a middle school boxer’s accident and inappropriate remarks leads to resignation

The fallout from the so-called “windfall” remark has ultimately led to a resignation. A middle school athlete left unconscious, inappropriate responses to the incident, and remarks that crossed the line—these issues combined to force the Secretary General of the Korean Sport & Olympic Committee to step down.

The KSOC announced on May 4 that Secretary General Kim Nami had expressed her intention to resign over the recent controversy. Kim also stated, “I sincerely apologize for causing concern to the public and the sports community. As a public official, I take full responsibility and will step down from my position.”

🔹 Unconscious accident…questions over missed “golden time”

The incident began in September last year at the President’s Cup National Boxing Championships held in Seogwipo, Jeju.

A third-year middle school student from Muan, South Jeolla Province, collapsed after being struck during a match and lost consciousness.

At the scene, a private ambulance—not the national emergency service (119)—was on standby, and confusion occurred during the transfer process. As a result, criticism emerged that the critical “golden time” for emergency treatment may have been missed.

The student was transported to a hospital and underwent surgery, but even after eight months, he has yet to regain consciousness.

Police are currently investigating the case, having booked officials from the Korea Boxing Association in connection with the management of the event.

🔹 “100% responsibility” → criticism over change in stance

The controversy was further fueled by the KSOC’s initial response. Immediately after the accident, the organization stated that it would “take 100% responsibility.”

However, criticism arose that the organization later shifted its position by mentioning the athlete’s personal health condition, appearing to reduce its own responsibility.

The victim’s family argued that, despite the initial promise, no substantial follow-up measures or meaningful support were provided.

This led the issue to expand beyond a single accident into broader concerns about accountability and trust in sports administration.

🔹 Remarks on “brain death” and organ donation intensify controversy

The controversy escalated significantly due to remarks made by Secretary General Kim.

According to a transcript reported by Mokpo MBC, Kim stated that the student “had no chance from the beginning” and that he was “already brain-dead,” making a definitive judgment about his condition.

This drew criticism because even medical professionals approach such cases with extreme caution.

She also went on to mention a case in which a person died in a marathon accident and the family chose organ donation, which was interpreted as an inappropriate comparison.

These remarks were widely viewed as insensitive and lacking consideration for the victim’s family.

🔹 “Trying to make a windfall”…public outrage erupts

The most controversial moment came from remarks directed at the victim’s parents.

When the parents attempted to record their conversation, Kim reportedly said that she felt uncomfortable, suggesting that they might be trying to “make a windfall” out of the situation.

This comment sparked an intense public backlash, as it was seen as an unacceptable characterization of a victim’s family.

Criticism poured in, with many stating that such remarks were inappropriate for a public official and reflected a failure to uphold the basic responsibilities of an organization tasked with protecting athletes.

🔹 Resignation and official apology

As the controversy grew, the KSOC convened an emergency meeting and issued an official apology.

The organization acknowledged that the issue was a serious matter that could not be justified under any circumstances and admitted that it had failed in its duty to prioritize athlete protection.

Kim subsequently announced her resignation, reiterating her apology.

KSOC President Yoo Seung-min, who was overseas at the time, decided to cut his trip short and return to Korea. He also stated that he would personally meet the athlete and his family to offer an apology and discuss support measures for treatment and recovery.

The KSOC had already suspended Kim’s duties and initiated disciplinary procedures, and her resignation brought the situation to a close.

🔹 Full review of athlete protection system

The KSOC stated that it would use this incident as an opportunity to comprehensively review its athlete protection system.

It plans to strengthen safety manuals across different sports and improve emergency response systems during competitions to prevent similar incidents in the future.

The organization also emphasized the need to reinforce public service ethics and internal management systems to restore public trust.

Experts pointed out that the incident was not merely the result of an individual’s remarks but a case where structural management failures were combined, warning that similar issues could recur without systemic reform.

One-line summary : The KSOC secretary general resigned amid controversy over remarks and mishandling of a student boxing accident.
